I've done across handle bars and strapped to back ala arrow quiver .

Since you dont like that approach, you can try a rifle scabbard

I agree with a case that has straps. I use my standard, hard 4x6 case and the one time it did drop (I was on a bicycle then) the hard case saved the cues. A friend purchased a 3-piece cue that packs in his Harley trunk
 
Get a James Bond missile launcher on ebay and adapt it to carry cues instead. Don't forget to disable the launcher to prevent launching your cues at someone.

Before I turned my VTX into a "bagger", I used a bungee cord to wrap around a soft case, attaching it to one side of the handlebars and thread it around the other side, then a loop around the case on that side. Snug as a bug in a rug.
 
I have two suggestions:

One, have your cue maker make a three piece, sneaky Pete cue, each section measuring approx 20 inches. I have such a stick that I use when traveling in South America and it fits in my carry-on bag. My stick was made by Dave Tice. Dave Jones here in Seattle can make one for you. Send me an emale and I will send pics.

Another suggestion for cue carry on bike is a fishing pole aluminum case; the main issue being absolute protection for the cue. I KNOW they sell such cases at 30 inches long. An aluminum case with cue inside also makes a formidable persuader if there is any mischief outside.
 
I only have 1/2 mile to get to my pool hall. I just slip my case in my backpack, center it in the big pouch and close both zippers up the same so it stays centered. Never had any problems.

That's the way I do it too! You don't even feel it there. At the end of the day, you are riding a motorcycle and unless you attach a side car to it, you have to carry it somehow and across the back is the only way I could every do it. By the way, I am short, so if you are tall, you may have other options.

This setup was made for me by Sheldon Lebow and Chaz Clemonts. Sheldon originally made the 3-piece for a buddy who drove a motorcycle. I had him make mine to match the specs of my Gina and, though it's not a Gina, it plays pretty swell.

Without the tour pack on I just throw it over the back. I have strapped it across the back seat already when it is on the bike.

That's a nice kingpln. I have an 04 Vegas. I strap my cues on my back...like a bow and arrow.
 
Looking for solutions of carrying a case (2x4 preferably or a 1x2 if necessary but not across the bars ). What are yall doing??? ( also not across the back like a bow and arrow lol )?

I don't mix the two. I'll ride, or I'll shoot pool. Never both.
