APA 9-ball - what's up with Wiki?

Not following, how is it different? Actually I can't find the section on winning the game in the APA's rulebook (the PDF from their website).

Maybe you're confusing winning the match vs winning the game? As I understand it, players play to a preset number of points but until that number is reached... the games are won or lost as usual. It's possible for a player to win more games but lose on points, or to have such a big point lead that it doesn't matter whether the other guy wins or not from that point. I haven't done APA 9b but I can see how the point system would mean that winning is arguably less important than running balls. Kinda changes the flavor of 9b, which is the classic example of a game where "nice try" isn't good enough.
 
Yeah, whole points thing makes it sound like a kind of speed 14:1 without call-pocket and stripes.
I wonder why they decided to make it possible to win all racks and yet still lose the match? Maybe so the best potter, rather than the player who got a lucky shot/combo on the 9, would end up winner? I.e. to take the luck out of the game?

But in standard 9-ball, sink the 9 enough times - irrespective of whatever else you make - and you win the match. Isn't that the spirit of 9-ball? Shouldn't there be a luck element?
