Are phenolic tips legal or not ?

Don't need to.
I can make epoxy soaked elk master and call them epoxy duds.

Isn't that like Meucci wrapping cues in linen then spraying over it? Or a Transvestite? For those that like the look of something but not the feel of it?

Yeah they are back to being legal. At least on APA and the ban on BCA is now over.

I've never seen anyone get arrested for using a phenolic tip. Legal everywhere I play.

About 6 months ago the bca rescinded there ban on phenolic tips. They said they couldn't through testing find any damage done by them.
