Are the tips of the pockets not considered like a rail?

In a situation like this, must the six lay where it rests, or does the incoming player have the option to restore (or not) the six as close as possible to where it was prior to being moved?

In general, the balls are not restored when they are moved on a foul. Restoration does happen after outside interference.
