I play with a Meucci and Bob and I are in total agreement on two things. The proper weight of a cue should be 18.75 ozs and the tip 12.75mm. I have a lot of shafts and some are red dot, black dot, but most of my tips are 12.5 to 13mm. As long as I am in that range for me it does not matter. I would rather play 9 ball with 13mm and shoot my artistic with 12.5mm.
When I was the house pro at Mr. Cues in Atlanta we had two snooker tables. When I got on the American 10' table with the 2 l/8" balls I had a shaft that was ll.5mm. When I got on the 12' English table with the 2 l/6" balls I used a shaft that was 10mm.
When I came up and played my best pool in the 60's I used ll.50 for all games. So what is best, what is the answer, there is no answer. Go out and fine what works best for you my friend.
The smaller tip does not hold up as well so do use a triangle tip.
Yes, it does put more English on the ball. You see some Billiard players using very small tips on the larger heavier Billiard ball.
I would never go above 13mm and I advise most players to put on a lepro or triangle at 13mm and learn to play with that. If you sand with those colored papers, you are soon going to be down to 12.75 any way.
Ed the secret to great pool is learning to do nothing with the cue ball. Keeping a slight angle and floating from angle to angle. When you learn how to do this then you can play with total center ball which makes your potting and accuracy go sky high because you eliminated the throw of the object ball. When you do lose an angle or your opponent leaves you a stroke shot to bet back in the game it's nice to know you can juice up the ball with English and come with the shot.

Would it be generally true that with a smaller diameter (say, 12.5mm) that a player could create more spin reaction on whitey whereas a larger tip (say, 13.25mm) would lend itself more to a solid, center-ball type game?
Pros and cons of small and large diameter tips, if you will.
Myself, I seem to prefer a larger diameter tip. I even had a very small diameter shaft made just for snooker, but still get better results using the pool shaft for snooker. Go figure.
