Here's the anwser to your question....I think :)

I personally like a forward balanced cue somewhere around 19" from the butt.....but, then again it gets personal :eek: :D ;)
 
As long as it's over 18 and not over 19, it's ok by me.
But. light crappy handle wood is not.

My guess is that he is like Dennis in that it he can customize. Not sure but that's my assumption on varies from the Blue Book.
 
Easy way to figure out the balance midpoint of the cue is connect both shaft and butt end together.... putting the cue on top of your left pointer finger and putting the cue on top of your right pointer finger... slowly move your left finger and right pointer finger together and you will find your midpoint:D
