basic re-tiping questions

Okay, so I bought a very nice table accessory kit that came with a basic re-tiping kit. It came with small black circles, paper thin. What are these used for? Or do they have anything to do with the re-tiping tools at all? Are they table spots maybe?

On some of my tips, there is a black, hard piece that is not the ferrule. I thought it was a screw on style tip and I tried to very lightly twist it and the leather tip came free from one of my sticks. oops! Have to re-glue that one. lol

I 2nd what brokenarrowjbe said as you'll get an expert's answer there but IMHO it sure does look like the typical black base for a screw on tip. I've had some on my first cue that I had to use a pliers to turn but you have to grab it on the black part or say goodbye to your tip.

Not sure about the spots...Would have to know the size to be sure. They could be replacement table spots or some kind of fiber pad to place under your tip if they are around 13 to 14 mm in diameter. If they are over 14 mm they are most likely replacement table spots.
 
I'll add that it's likely, (though not certain) that any tips or glue in a "kit" type availability may not perform as you would like. That portion of an accessory kit usually serves to boost the number of pieces in the kit and thereby up the perceived value of the kit.
 
Parts

The black part left on the ferrule should screw into a brass insert inset in the ferrule. Usually you can twist this off by hand. If you reglue the one you have, you'll have better luck with a different glue than what comes in the kits. Gorilla glue makes an 'impact tough' super glue that works good and is readily available. There are black fiber pads that we put between tips and ferrules that look similar to what you have, but they're smooth and don't come with adhesive the way yours are. I'm sure those are meant to be replacement table spots.
