When and why did BCAPL change their scratch on the break rule from behind the head string to ball in hand?

It seems to me the goal should be one set of rules, WPA.

Rule changes are submitted then voted on, if amended then those changes appear in the following years rule book. Some amendemets do happen durring a current season, those are sent out (email ect..) to all league operators, current players, and PLBCA refs.

here is what is in the
2011 PLBCA rule book 2.3 page 30

3. If your break is illegal your inning ends. Your opponent may:
a. accept the table in position if you did not scratch;
b. take ball in hand if you foul;
c. re-rack the balls and break;
d. require you to re-rack the balls and break again.

4. If you foul on a legal break and do not pocket the 8-ball, your inning ends and any
other pocketed balls remain pocketed. Your opponent receives ball in hand.
5. (consolidated with Rule 2.3.4)

6. In all cases on the break, jumped balls other than the 8-ball are not returned to the table except in the case of a re-rack.

PS. Different leagues and pool halls can and do have there own set of rules, but in BCA rules, I had always thought it odd that a foul on break would be behind the line, when all other foul/scratch were ball in hand. A foul/scratch should always impose a penalty of ball in hand.

Thanks for the responses.

I am still wondering about the when and why of the matter.

There must have been a really good reason to depart from WPA rules.

I can see the consistency of ball in hand for a foul, but the break is a pretty random event, unless your name is Shane or Cory.

The rule became effective in BCAPL play on June 1, 2010.

I do not have the answer for the reasoning behind the rule. That's a question for the BCAPL National Office. I'm just the technical editor - decisions on content and policy are not within the purview of the referee community. However, I do have enough insight to say that at least some percentage of the decision had to do with speeding up the game. I don't know how much that came into play - 10%, 50%, 90%, or whatever. But it was at least part of the reason for the change.

P.S. As far as the action of the OB's on the break in 8-Ball - yes, random for the most part. Planting CB in the middle of the table - not so much. Even a miserable hacker like myself can do it better than half the time with a little practice.
