Best Way to forum a cue tip?

I've had trouble with the traditional "razor blade" initial (new tip) shaping tools digging into my Moori tips. The "Quick Tip" Nickel/Dime Shaper works the best for this. Use a more coarse sand paper at first to get the initial shape.

Also I think a dime shape works best for English, draw, etc.

Im thinking of replacing the tip also because this stick one sucks, should I have someone else do it?

Yes, have a pro do it, then work it in the way you want it.

I've recently gone back to an Elkmaster after miscuing with Moori's. Problem with Elkmasters is you have to play with them, shape them, play some more, shape them more - it took me about a half hour of hitting balls and shaping to get it down firm and finished. But once I did - fantastic. You can spin them with total confidence - just awesome.

I use a layered tip and once it's flush with the shaft/ferrule, I use a plain old half round file and go play. After a night of steady pool it will be shaped to how you play and you should never have to touch it again. Layered tips are the best invention since the Predator shaft. They are zero maintenance.
