is there such a thing? they have them in basketball, football and many other sports. Why not in billiards ? In the heat of a match, I'm thinking this might make some sense, especially when talking to lesser handicap players. Has anyone ever seen one ?

Sure. A magnetic board that looks like a pool table with small magnetic balls that stick on. I've never seen one used in league, but they do exist.

I had made a small batch of 2" x 3 1/2" business sized kitchen magnets before. I have given all 100 away to people as souvenirs. They have hard clear laminate surface so people can use a dry erase marker on it.
