With Vancouver weather, I'd be more worried about the humidity than the rain. I don't think I've ever been to Vancouver when it hasn't rained at least a bit.

You may want to put down some anti fatigue flooring (like rubber mats or interlocking tile). Concrete slab in a garage is going to be hell on your back and knees. You may be able to keep the room temperature at 18C but the slab will be significantly colder.

lol..well we have rainy months in the fall...but can go weeks or months without rain spring and summer...not like Portland where if I recall it seemed to rain at least a bit every single day. I will wear extra springy runners.
