Agree. The idea in these B-n-R deals is for someone to win big. Having to run 15 imo is a joke. Sure the pot gets big but how often does it happen? Just seems to me like less people would play, defeating the purpose of having the game in the first place. LOTS of places have 10b games for a reason, its popular.In a barbillions

I assume they'll pay out on a per ball basis, so it's likely that a few bucks will go out most weeks, but the net pot is gonna keep going up.Agree. Bear with me a second...
We have a huge (over $20k) BnR 10-ball at my pool hall. Guys buy hundreds of dollars of tickets, so the money going out each week is nearly replaced with the new money from raffle tickets sold. Players make money per ball, at an increasing % per ball, and can declare they are finished at any time and pocket the money earned. If the miss, they get zero dollars.
In each run you have that moment when the shooter has earned so much money that they don't want to risk it by attempting the fairly difficult shot they are looking at. In fact, there is typically a shot that they would be nuts to take because the money left to earn does not merit risking what they have potentially pocketed. Frequently that shot is immediately after the break. (They make a ball or two on the break, look at the one ball, and say, "I'm done.")
(I am talking about a BnR on a 9' Diamond with tight pockets.)
All of that would be exacerbated by trying to run 15 balls in rotation.
How could a 15-ball rotation run be completed?
1) You only earn money if you complete the run. There is no "per ball" money. (I admit that is not likely to be a thing, very few people would bother to invest in buying tickets, so it is just a bad idea.)
2) You so significantly stagger the money-per-ball that all the incentive is in getting to the later balls.
3) You offer 50% of the money on a per-ball scale (lower % for early balls, increasing as you go) and the other 50% is on the last ball (completing the run).
