On the forearm of my cue, there's one bubble in the finish. How can I remove it? I have a middize lathe.

Stick a pin in it and let the air out. Lol

You don't say what brand cue it is so we can't even guess as to what finish is on it now.
There's going to be sand-paper, chemicals and some spot-finish work involved.
Are you up for it?
Or do you want it done correctly by someone who isn't doing it for the first time?
Your cue - your call.

yes sir, it must be stripped and refinished, imho, how you get it there might require sanding

It's possible to cut out that area with a razor blade or Xacto knife, make sure the edges are perfectly clean, and then you can fill the spot with CA glue. Might take a few applications to build it up. Then after it's fully-cured you can sand it down flush, wet sand, and buff it out. Sometimes you can get this to feather in real well with the existing finish. It definitely takes some practice. Then again, sometimes depending on the type of finish that's on the cue, the results can be lackluster.

KJ is your man for this. It can be fixed, and won't cost as much as a whole refinish job will. A picture of this bubble and the brand of cue will help alot. If you want to do it on your own,.....even with the best advice, it may end up being the worst project you ever attempted. Sometimes you gotta pay a bit, to avoid paying alot more in the end run.
