I agree and I would add 10 ball to that. In this case whoever pulled the chicken sh*t move is probably the guy who wanted call shot precisely so he could pull a move like this.
 
I remember playing different leagues with different rules. I was playing 8 ball APA which is mark the pocket. I forgot but did call the pocket which was obvious and a duck. Didn't mark the pocket so loss of game. Some people don't care how they win.
