I've a lathe and plenty of ways to polish and grind a billiard ball. .. but I need to know if there's anything I can use to fill in a chipped spot on a ball that can withstand the stress of play.

IMHO> NO. When two round objects meet the PSI at the contact point is extreme. Sooner or later that repair will be put to the test and I believe it will fail.
Replacement balls are available for some sets. Good luck!
A repair probably would not last, but if you have the time and equipment, you could try it with epoxy or something, and post the results after a while of playing time.
^ what Cuebuddy said. You can't really bond resin in there correctly after the time of manufacture. Just look into a new ball. Ebay has tons of single balls for sets, especially Aramith sets.
The repair material would need to be the exact same density or would have an effect on the roll of the ball. That is how the trick or Crazy balls are made. That brings up the question of how much does a chipped ball roll off aka not true, especial a cue ball that is chipped or gouged from hitting other balls or getting knocked off the table.
