It can certainly be done but it's not an overnight affair and would probably be more than a few bucks in cost.
Only you can determine whether it would be worth it or not.
To be done correctly the Ctec would need the handle to insure concentricity to the shaft.
You're probably aware that FF-14 shaft will fit on a piloted-14 handle without issue whatsoever.
If you're going for a slight interference fit on cinch-up, the Ctec will definitely need the handle.
From a previous thread IIRC, the OP is referring to a Lambros cue. With the Ultra Joint with the convex/concave lip around the joint... a FF shaft would be a very weak connection and could possibly damage joint, IMO.
