Can anyone help assess a Palmer cue not in catalog?

Hello,

My friend receied a palm cue on trade and we cannot access the value or even find it at Palmer collection.com.

The cue does not appear to have the windows palmers are known for.

It does not appear to be in catalogs 1-3 or in the PB and PM collections shown there.

Anyone have any ideas about this one? Thanks
