Sorry I can't help you with a maker but it looks to be a well made custom.
Your key to the identity of the maker may be the ring-work.
I notice also that the ring-work aligns at the joint. That doesn't happen by accident and very rarely in production.
The quarter-turn J/B joint is a head scratcher. It's usually associated with a production cue but that's not to say that a custom builder couldn't incorporate it.
BTW, the wood is stained BEM.

I've only seen that quick release screw used on cheap cues from China...JER
IMHO I agree with KJ. That pin that may look like an import actually looks hand made. It may be that the cheap crap from China is a duplicate of this style of pin. I have not ever known China to have inspired any improvements in the cue industriy other than to make them cheaper in several ways including quality. It is scary though that some of the quality is comming up in general.
