Can someone explain this to me?

They probably had a rule that after the break, a certain number of balls need to either 1) go in a pocket or 2) pass the head string.
 
3 Balls must go past the head string or every pocketed ball counts as 1 past the head string. Since he only made 2 ball and no other ball went past the head string it wasn't a legal break and must forfeit the table!
 
Illegal break....probably three balls past the kitchen....or make three.
Guy made two off the break but nothing went far enough up table.
 
This is known as the "Efren Rule." Each year on Efren's birthday if he's playing in a match and his opponent breaks, it's Efren's shot after the break.

I guess I could have figured that out but it seemed like damned near a perfect break and he surely wasn't soft breaking it.

Stupid ass rule IMO. Another one made up to try to fix a badly broken game.

Probably should be known as the "Deuel rule"
