Your link doesn't work but even without seeing the cue the answer is "yes, of coarse it can". Anything that was made once can be made again. The question should be though, how much will it cost?

well ernie did it to one of his cues that had the same problem. the cue was in the for sale section a while back. so it can be fixed if u really want to spend the money on it.

Wood is wood. All is replaceable or repairable. The cue in question is certainly not a cheap repair. Economics says if you cant steal the cue for nothing, why bother with a costly repair. Better to watch and wait for a nice cue and hopefully at a good buy. Contact Mr. Black and see what he says. Be sitting down for his response. Labor intensive. My 2 cents
 
I can fix it. $75 to $250, depending on the amount of finish work. The problem I see is that it has already been "fixed" by someone. It wasn't done quite right because of the predominant glue/stain line. I would have to rebreak it and clean that up. It wouldn't be easy but it is possible.
