Can you cut a wrap groove over C & D ringwork?

Yes, in fact some cue makers use a phenloic ring above and below the wrap around 3/16 thick to mark the begining and end of the wrap. Then when they cue the wrap they cut to outside edge of this ring. So that when they drill the hole to start and finish the warp they are drilling into phenolic for stability. When the cue is wraped you can't see these phenolic rings because they are under the wrap, and they also serve an additional purpose as a Buzz ring.

Yes you can cut a wrap groove over rings. The only major problem I could see coming up would be if the rings are metal rings. If they are metal and swelling happens you will be able to feel them under the wrap.

That answer reflects years of experience. I didn't even consider if someone wanted to modify an existing wrapless cue that had metal rings at C&D. I can't imagine why anyone would put metal rings there if they intended to cut a wrap groove over it.
Someday I'll have all the right answers, too!
 
I have seen several cues over the years with rings under the wrap ends. If you cut the stiches too shallow they will dissapear when the cue is turned down to size. Other than converting a wrapless cue that was the only reason I could see for covering them up.
