So, I was playing in our 8-ball league last night and at one point during the game my opponent hooked me. It was such a good hook that my chances of hitting my stripes were 0%. So what I did was I intentionally fouled by hitting one of his solids and tying up his balls. He turns around and says to me, "You can't do that, it's un-sportsman-like conduct". Can anyone advise as to whether or not he was correct? The league plays by the World Pool-Billiard Association Standardized Rules according to our league director.

When I intentionally fouled, I did strike the CB with my tip. The CB hit one of his solids and tied up more of his solids.

I asked a very similar question on RSB many years ago, and this was Bob Jewett's answer:

"It is never in any way acceptable to move balls on the table except by hitting the cue ball with your tip."

I think he did hit the cue ball with his cue tip. He hit his opponent's ball first and tied them up into a cluster. This is just a foul, in my opinion. It is not unsportsmanlike conduct but I am sure you will hear a lot of complaining. :)
 
If you actually touched the cue ball first, no problem. Cue ball in hand for your opponent. If you touched one of your opponents balls directly with your tip, that is a different story. Unsportmanlike for sure! Loss of game? Good question but one worthy of an answer from Ted Harms or John Lewis.

I may have misunderstood. Taking an intentional foul by shooting the cue ball into an opponent's ball (or a later ball if playing rotation) is perfectly fine, just a foul. I think that touching any object ball with the cue tip would be considered unsportsmanlike.
