It should be no problem for a cuemaker but it's not something anyone can do. You need the right tools (lathe), meticulous attention to detail and some know how.

At minimum, you need a lathe and some attachments.

I have replaced many! A lathe and boring bar plus previous experience are prerequisites.

If you have an accurate lathe and know what you are doing it's straightforward, but I've seen a lot of hack jobs. A common thing is that people don't know how to prep CF or use the correct glue.
