Who determines who is invited to it?

Perhaps the event's producer -- Matt Braun (Billiards International, Ltd.). They try to get winners of big events from the prior year.

No, but that doesn't mean some won't consider the winner a World Champion.

I didn't realize that was the complete list. Usually 8 players are invited, right?

4 men. 4 women. it's called the challenge of champions meaning you have to have won something in the last year i believe. see, world 10 ball, appleton, us open, etc.

They switched from 8 to 4 a couple years ago and reduced the prize from $50,000 to $25,000.

US Open 10 ball for SVB? Apparently that wasn't one of the qualifying tournaments.
