Yes, most any shaft can be re-worked to accept a different joint pin, and just about any cue maker or properly equipped repair person should be able to do this.
The price will vary from person to person, and may also depend on what's involved.
For example: changing from a 3/8-10, 3/8-11 or Radial to 5/16-14 would not be as involved as changing from a 5/16-14 to a 3/8-10, 3/8-11 or Radial.

Popular right now are shaft extensions.. You could have someone make you a shaft extension with your existing pin type on one end and the pin type that the new shaft has on the other end. Then you can still use your existing shafts as well and if you decide you like the extension all the time, you can also have one made that has the same pin type on both sides.
