For those of you that have paid the IPT via a credit card, you can get a refund if the IPT does not deliver.

So if you are owed money that was contingent on you charging to your card just initiate a refund through your bank or card issuer.

The merchant (IPT) will have to rebut your refund request and if they cannot show they have delivered as promised you should receive your money back.

Consumer protection does work in some cases.

That's the point. If the merchant does not respond to the chargeback request through the credit card processor then the charge is reversed. The burden of proof is on the merchant to prove that he supplied the goods/services purchased.

People that complain to the merchant but receive no help should simply reverse the charges and be done with it. The whole credit card industry is built on consumer trust in them and is geared towards making it easy and painless to use credit cards. Thus, the burden and risk is on the merchants. Almost every Credit Card issuer these days makes a point of offereing risk-free purchasing and fraud protection.

When a well known billiard industry person defrauded thousands of folks by charging them with no ability to deliver hundreds of them were able to get their money back through the chargeback system. A lot more were not because they were allowed themselves to be strung along with lies until the time to initiate a chargeback had passed.

For the record it's 30 days on bank debit cards with an MC/Visa symbol on them and six months to a year for normal credit cards, with limitations that vary by issuer.
