Well, if that's the case, then I suggest the WPA yank the authority from the BCA organization and place it with an entity in the United States that can help professional pool.

If the BCA organization is responsible for handing this deemed authority in the first place to the UPA and now the UPA is the bad guys, then I think the BCA should not be in the picture either. What's good for the goose is good for the gander. :D

What other organization is there?

I'm not a fan of the BCA, but, in lieu of creating a totally new organization, what other organization can be put in charge? To the best of my knowledge, there isn't anyone else.
