Yeah I saw the Dr Cheng ones some time ago on e-bay too. The all black phenolic ones, they even exist in uni-loc. What you'll get though, is just that, the all black phenolic break ferrule. It gets the job done but it isn't by any means a precision tool like some of the other break cues out there.
A second solution, but depends if you have access to a local cue repairsman with at least a lathe, you can have him build you a shaft that will end up costing you a 100 bucks and is more or less in line with better standards. All you need is a tapered shaft without joint (no need for AAA since it's for breaking), uni-loc insert, a strong ferrule being elforyn/canvas linen/phenolic/g10, perhaps a fiber pad and a tip to your liking Samara, phenolic.... It's like 35 + 10 + 10 + 5 + tip = roughly 80 bucks plus add in something for the guy who does it....
