Choosing format or the break in APA Masters play

I recently starting playing in a local APA Masters league. Under their format, up to thirteen games are played (8 in nine ball, 5 in eight ball), in a race to seven. Winner of the lag/coin flip can choose to start the match in his format of choice (8 or 9) with opponent getting the first break or he can elect to break first and the opponent chooses the initial format. The chosen format must be completed before transitioning to the other one. If you start in nine ball, unless it's a rout, you will typically play at least some eight ball. If you start in eight ball, you will always play at least a couple of games of nine, to get to a minimum seven wins for one or the other player.

I play both eight and nine about equally well but am maybe slightly better in nine. Anyway, I was looking for opinions on the best strategy for the winner of the lag/coin flip. Is it typically better to take the break or select the format? I know it may also depend on the opponent, so also assume alternate scenarios: 1) opponent's strength is unknown, 2) he plays at about your level, 3) he is substantially better than you, or 4) substantially worse than you.
 
I always take the break regardless of the scenario. To me no matter whom I am playing 9 ball or 8 ball doesn't make a substantial difference. If I break there is a good chance I can win the first game and set the tone.
 
I played a session or 2 of Masters but it was cash league, I figured I was a favorite over everybody I played. I chose to break, and they always picked 8ball lol the worst decision they could've made.

Whom I'm playing against has little influence to the decision. I normally pick one by my familiarity of the table. If I know the table well, I always pick the break. If not, I pick to start with 8-ball.
 
I play masters but I m only a s/l 5 so take what I say with a grain of salt lol.

If I play a better player than me...which is usually the case and i win the lag I choose 8 ball and let them break. The reason I do that is because 8 ball is my strongest game and I always win a few racks before we switch to 9.

Now some may not agree with that strategy but bear out 2 things

1. No matter who you are ...8 ball is tougher to run out than 9 ball due to clusters.

2. Most any higher level player I face can run more than one rack which means I could very well be down 2-3 racks before I ever get to the table if we start out with 9 ball. Its hard for a low level player to mount a come back against those odds.


If I am playing some one I know is close to my level it dont really matter which game we start out with.
 
If you are playing Masters on a Bar Table you should take the break if choosing first. If it's on a Regulation Table you have a decision to make.
