No, that is a good size for cue building. 2k, depending on condition, isn't that bad either.

Clausing lathes are awesome. The question you have to ask yourself is if you need to put any money into it. If it was used for many years in a machine shop and has wear and tear it could be expensive.
Adding some money you might consider buy and brand new late from Jet, Grizzly or Enco. Make sure you get a 40" bed because if you add a 6 Jaw chuck down the road it is problematic.
The tolerances on these machines are just fine for cue making and it is very easy to get parts or add ons.
Look for the big sales events and there are very good deals out there if you wait for them.
Brand new is better. IMO,
