Thats a very well built machine.
Should be L-00 spindle nose.
Clausing lists the model 6339 at 33" between centers and the model 6330/40 at 47" between centers. Shipping weight 1150lb. Keep in mind that a mounting a chuck and live center will subtract 3-4" from this working area.
From the pic, the paint is a 10.
The thing is though-paint is about 1% or less of a machine tool. The lathes condition could be a 10 or a 1. It is impossable to properly exaluate a lathe or mill from a photo. If you don't know how to evaluate the machine take along somone who does. (If that person doesn't bring an dial test indicator along then they might not know how to evaluate the machine either.)
That lathe in mid-michigan would go $1500-1900 tops with out tooling, but then again I live in an area that has a glut of tools and tooling. I have seen the big three scrap tools nicer than that many times here.
In your area that machine in good shape could bring the asking price but I highly doub't it.
Baldor, Alan Bradley, etc are a bit higher but that VFD or a similar one would only sell at $90-$150 on ebay and you can find one every week.
Keep in mind that if you purchase the machine with out tooling you will have to shell out a fast $1000 on tooling.
That machine was originally shipped with a clutch and break, it looks like the owner has modified the drive train in addition to adding the VFD.
The thread dial is not original.
The steady rest and follow rest for that machine would be a very usefull accessory for you-see if the owner has them to include.
