It is pool cloth wrapped around something soft Towell, rubber, sponge.

Jerry Karsh in Denver also uses this type of device.

The Nationals they were using a micro fiber cloth as well as a vacuum.

If you mean the lathering up, it's probably "Quick Clean" or "Chalk-Off" which are spray-on products. I think vacuuming is best. If you have to do something in a hurry without a vacuum, a scrap of table cloth wrapped around a block can at least smudge out the chalk spots. If you don't have a vacuum cleaner and want to do something more thorough, you can use a damp towel. That's what I used on some pool tables at DCC and it seems to help. You have to be in a situation where the table can dry in time for play. A brush is traditional, but I think they are only effective for pretty dirty tables.
 
I was mainly curious about the pool cloth wrapped around the towel or whatever. Never saw that used before.
 
I use a wooden block with a wrapped old pool cloth wrapped around it (cleaned each time) Cloth is damp, not soaking wet. This method basically picks up minor dust and debris that may be on the surface. Also use a vacuum. And have washed my cloth on the table with woolite, mostly the suds, does a good job.
