Depends on the wood. If the blank is to size & ready for finish then it wouldn't take long at all. If it's oversize & raw then it'll be a long time. It takes time to cut the wood down to keep it straight. There's no shortcuts for that. So in essence, it depends on if your builder has a blank ready to go or not.

if he makes the blank by himself, and the wood isn't that dry as it should be:

He shouldn't make the blank at all.

With no ring work , about 7-9 days , giving 5 days for the finish to cure before wet sanding . I've got spliced butts hanging , well seasoned ... 
If the wood is dry, and he's making the blank from scratch, it could take several years if there's stress in the wood. If it goes well & the wood is stable without any internal stress, then it would still be a year or more. Granted, these are times estimated according to my own procedures. But i'm not much different than any other builder in this regard.
