Tiger Products sells Durabond that works well, or go to Home store and use welwood in red can, it works great. Tiger also sells a rubber like product that takes off rubber cement off finish, the works wonderful if you are ordering Durabond. Contact Cement will not work - I am guessing you are talking about a MOOCHI type ferrule where the ferrule is a slip on (not threaded) Try this - you might thank me. Go to Wal-Mart and buy Duro Quick Gel, and then get online and buy Bob Smith Industries Accelerator (pumper type, not Aerosol). Apply a little more Super Glue than normal, and apply to both surfaces (tip and Ferrule) I then press the tip and ferrule together to make sure glue is spread evenly. I then apply a small pump of accelerator to the ferrule glue. Get ready to press together, because it will set in approx 3-5 sec. I am guessing you have faced the ferrule and sanded the back of the tip like normal. Seems some times the shaft wood soaks up the glue, or the surface is too porous.

I even use it on popsicle stick I cut off and center drill sometime to recenter blanks. If it holds wood to wood, it'll hold wood to leather easily.
Loctite 454 would do the job too but costs more and has a 20-second drying time. 409 has 1-minute drying time. Enough to clean out b4 getting hard.

I cannot buy these contact cement in Canada, so I am using a red one from La Page, it is a gel, and it is working better than the green one.
I am hoping to find one which does not have the strong smell. I have ordered a water based cement from Titebond from Atlas to try out, have you tried it?

With your volume of work, you might go thru this one fast.
It holds as good as the 454 but dries much slower.
Sticks wood to wood pretty might good too for quick experimentation tinkerings.
