The IS 400 could attach a 4th axis as mentioned :

The 4th axis would however not support a full length cue, so you could need to do the bumper plate/but plate in one go or any of the other parts (A,B,C rings) or joint collars separately. It could therefor do cool "pictures" which goes around the different parts and not just one vertical name (cue standing up from the floor). In other words you could write a name/logo which wraps around the cue.
Price wise I can say just one thing: Expensive !
If you look for a IS400 without any extra bells and whistles I guess you should not be surprised to be quoted $10K and upwards.
In Norway these boys are ruling the marked and charge possibly $15-20K which is so far from common sense that I don't understand that any one buy them.
The machines use a proprietary end mill and diamond stylus which is most likely 150-200mm long and goes through the spindles belt driven axis.
It's basically a mini CNC machine.
If you would like to save some buck and have a cheap system, go for a CNC controlled Sherline system in stead

These setups is in the range of $2500 and is most likely as good as Gravograph and you could use all the end mills and tools you want without any custom - Gravograph stylus/diamond setups.
