I will be picking this up in the next few days and I suspected I know what it is but the bumper is throwing me off. I wanted to see if anyone else had any thoughts. The owner stated he has owned it since 1977 and it is in excellent condition and comes with the original tube as shown in the first photo.

Anyone have any ideas?







 
I second the Gandy guess. Looks just like one that an older gentleman plays with in our room.
 
Looks like wico points. Show a pic if the shaft insert. That should clear up quickly if it is a Gandy. Also a pic of the pin and joint wall.
