I'd contact Proficient Billiards in PA. I had my Dishaw done last year and I've seen a lot of their work. A lot of people swear by them, including me.Yes some are fading ….

If that's the case, can't be restored. Could finish over what's there. Either way you probably have to redo the segmented wrap.
