Nice find, Cuebuddy. According to the description on ebay (almost undecipherable)
it is a piece of metal that was attached to a billiards table, circa 1800.
Perhaps a standard accoutrement or even an addition.
My first impression—and the seller also states—is that it's some type of cue stick tool (shaper?).
I actually think the center area is missing a cover of some kind.
