Cue with a slight lift at the collar

There is a cue that I have been interested in buying. Local players have shied away from the cue because it has a warped butt. I checked the cue out the other night and when I roll the butt on the table the collar lifts a 1/32 approx.. Is this fixable, why does this affect the salability of the cue, it cannot really affect play can it? Seller is asking $1500 for the cue, I believe if the cue was perfect that's how much it would be worth. How much should a slight lift affect the value?
 
A warped shaft can be replaced.
If the warp is in the handle/butt, you either live with it or have it fixed.
Having it fixed can be expensive, to the tune of several hundred dollars.
The process involves disassembling the cue, replacing the warped part(s)
and basically rebuilding the cue, refinish and re-wrap.
It's still your call as to whether you want to put yourself through that.
If you haven't bought the cue yet, look for something else that's straight.
It may be cheaper in the long-run.
As to the seller's current asking price, offer him 1/2 what he's asking.
If that doesn't sit well with him, walk away.

What kind of wrap does it have. I've seen heavy textured leather affect the roll.
If you really like the cue, stipulate that it be taken to a cue maker/ repair guy and have
them turn it between centers. Then you'll know for sure.

You are not kidding on this one. I have even heard cues with real Lizard wraps make a thumping noise on the table when rolled fast.
