Cutting new pocket facings to fit rails

I have a (14) year old 9 foot Olhausen table. The pockets often spit out balls. I called Olhausen and was told that very likely the pocket facings had hardened over time and should be replaced.

1.Should I glue the new facings on and then trim them to fit the rail ends?

2.Or, should I remove the old facings and use them as templates to cut the new facing, and then glue the new facings to the rail ends?

3. What tool should I use to cut the facing material?

4. Should I sand down the pocket facing/rail glue joint?

5. What are your views on using Neoprene facings?

1. Yes
2. Make rough over sized facings first, then trim to fit.
3. Razor Blade or sharp knife
4. Yes
5. In my opinion they are the way to go.
