How does the banks ring game work if someone doesn't mind giving a brief explanation?

Just a race to 3 banks? Single elimination?

It’s a chip event. Every time someone makes a bank, he gets a chip from everyone else. Chips-per-Bank increase as the rounds go by, similar to poker. By the time everyone but the last two standing are out of chips, banks are worth 8 or 16 chips.

It's just like ring nine ball with a progressive chip count and redraw after every two games i believe. Also there were no safeties allowed until it got down to two players.
You make three banks in a row each player gives you three chips, blah blah players are eliminated as they run out of chips.

Filler makes the 9 on the break in game 1, followed by a B&R in game 2.

2-0 Filler.
 
Filler makes the 1 in the side again, 2 in the corner, punches the cueball over just enough for a thin 3-9 combination.

4-0 Filler.
 
Filler makes the 1 in the side again, runs out to go up 5-0. Shane has not been to the table yet.
 
Filler pushes after the break, Shane passes. Filler misses the 1 rail first.

Shane misses the 1. Filler makes the 1 and threads the cueball across table twice between balls to get shape on the 2.

Filler plays safe, leaves a kick on the 2. Shane hits the 2 and makes the 9 to win his first game.
