Has anyone changed the ballast in these lights? How do you disconnect/connect the wires going from the ballast to the end of the light where the tubes insert?

Yes, cut the wires on the old, replace the ballast with a new one, then wire tie the old wires to the new ones.

You should consider changing to LED tubes. They are the nuts in the 5k color range.
