Do you confront people who sit on/drink over the tables?

Case by case basis. If it's a decent pool hall, and it's huge drunken gorrilla, then I'll bring it to mgmt's attn. If the person looks approachable, then I'm not shy, I'll tell 'em if mgmt isn't on it (without embarrassing 'em).

If it's a super hot babe, I'll just ask her "Whatcha drinking there that's sitting on the rail? Care for another?"
 
I always say something. First, I'm a former room owner (and it's a hard habit to break). :o Second, the place where I play only has three tables, so messing up one of them serious impedes the flow. Lastly, the employees are hired solely for their ability to sell drinks and have little to no concept of how the game and the equipment should be treated.

At any given moment, at least 80% of the folks in the room are regulars. As a result, there is no shortage of people who will move IMMEDIATELY to address the situation if someone rests a drink or a butt on the rails. "Ya can't be messing up the 'A' table!!" :)
 
I always say something

people, especially newbies, have to learn the proper etiquette in a Pool room, and so I usually tell them the rules about no sitting on the table, no drinks on the table, and no smoking above a table.

I absolutely hate it when someone treats a Pool room like a bar.

The first time I walked into a pool hall it was the Velvet Cushion on St Michaels dr. in Santa Fe. I was in Junior High and had no idea how this beautiful game would become the thing that gave me a reason to try. I was banging balls around a table with some friends when one of the patrons walked over to our table. He looked right at me and said without hesitation "Kid pool is serious". I felt the blood drain from my face suddenly realizing that I had been acting like a jerk. Turns out he was right pool is serious, serious fun!

But it really was just what I needed.
 
In the rare instance that the owner or the help isn't on it within seconds, I'll tactfully warn the person that drinks on the rail is a huge no-no with this owner. I've said it maybe twice, and both times they thanked me and moved the drink right away. I agree, though, that it isn't worth it if the people look like they might get ugly about it.
