Personally I think that banning smoking of any kind in pool halls has little to do with the decline of the sport.....Go to any restaurant, movie theater, bar and check out the % of people who have a smart phone in their hand... it's staggering.
I have friends who are both smokers and shooters. They will just step outside every hour or so and smoke a quick one, but it hasn't cut one bit into their playing habit or their love for the sport....
Also as for the decline of billiards....No, I don't think that Vaporizing can save a pool room. I don't even think that lifting the cigarette ban in pool rooms would really make much of a difference these days.

That kind of [sic] wishful thinking is by those merely looking
for an excuse against the real reason, which incidentally, you mentioned.
That is, it's a technical world we live in.
For recent generations, many have found entertainment in "Britannica Electronica" (look that up if you don't know the word).
As for the cigarette smokers, better to force them to temporarily repair outside and slowly kill themselves, if they so choose.
As for the other theme within this thread, I have eaten at a restaurant that also has a vapor room.
Personally, I don't like it. I could smell the shi**y smoke wafting all around. No way!
Would
not want to deal with this while playing; no matter how "sweet" the developers try to make the smoke smell.
