Sure. Here is a system that handicaps by games on the wire. It's really easy to administer and it guarantees fair handicaps -- that is, eventually all matches will be 50-50 propositions. If you want to do something extra for your high-rated players, have a "Masters" tournament from time to time that only the top 1/4 of your players can enter.
