Does this action constitute unsportsmanship?

unsportsmanlike

playing 9-ball I snookered my opponent who felt he couldn't hit the object ball.

instead of trying he goes up to the 4-ball and shoots it next to 2 other balls creating a cluster for me intentionally (he touches the 4-ball with his cue instead of the cue ball intentionally)

is this allowed? obviously it is ball in hand at least but is this viewed as strategy or unsportsmanlike behavior

I would call unsportsmanlike, loss of game. I have to admit that I would be far quicker than most to call unsportsmanlike. Find a way to circumvent the intent of the event or the spirit in which it is intended to be played and I would rap your knuckles pretty hard if I was an official. I have been an official, smaller pool events, circle tracks, and firearms competitions. I tolerated little foolishness. When you start with a million shades of gray it is very hard to rule consistently. Black and white as much as possible lets everyone know where they stand.

Stopping cue ball in this situation

If you see that the unsportsmanlike clown is going to interfere with the cue ball as the shot develops, perhaps smacking him with your cue or your body before he interferes with the shot is best move!:confused:
 
It's not unsportsmanship. It happens. Lots of players do that automatically. You get no free pass on a game.
