I recently bought a 21oz cue on eBay from Dennis Cheng. I have to say it's a great investment for a beginner. A good tip, smooth shaft, great balance, and it plays much better than any house cue I've used, all for just 25$. I'd definitely recommend it to any beginner who wants to purchase his/her first cue but is unsure about spending a lot of money.
Here's the link to my own cue: http://www.ebay.com/itm/Doctor-Cheng-Brand-New-58-Maple-Billiards-Pool-Cue-Stick-TB-23-21-Oz-/321435023273?pt=LH_DefaultDomain_0&hash=item4ad70537a9
And this is the entire assortment of Dr. Cheng's products: http://stores.ebay.com/Doctor-Cheng-International-Inc?_trksid=p2047675.l2563
