I recently bought a 21oz cue on eBay from Dennis Cheng. I have to say it's a great investment for a beginner. A good tip, smooth shaft, great balance, and it plays much better than any house cue I've used, all for just 25$. I'd definitely recommend it to any beginner who wants to purchase his/her first cue but is unsure about spending a lot of money.

Here's the link to my own cue: http://www.ebay.com/itm/Doctor-Cheng-Brand-New-58-Maple-Billiards-Pool-Cue-Stick-TB-23-21-Oz-/321435023273?pt=LH_DefaultDomain_0&hash=item4ad70537a9

And this is the entire assortment of Dr. Cheng's products: http://stores.ebay.com/Doctor-Cheng-International-Inc?_trksid=p2047675.l2563

A friend of mine that used to work at our old Pool Hall bought a player and a breaker from him. Plus a case. I would say excellent quality for the money.

Obviously I have seen these cues close up, and have used both. The Breaker breaks as well as any other.

I buy the California Tips from him. 50 cents a piece for a decent layered tip. There are a few other repairmen that also buy the California tips.

A good way to be able to give a customer a half decent layered tip for a good price.

Well, that's just the impression I got, it's not top quality but it's still great quality for the money. It's not crap like cheap equipment often tends to be.

Pretty much so.

Several years ago, I won an EBay auction, $42.00 for a Chinese Palmer.

I ended up giving it away but not before I tried it out a couple of times. Same thing, a decent cue to put in a case.

Don't you want a $800 cue from a "custom" builder who works in his garage, and won't answer his phone?

Just kidding. I have a Dr. Cheng cue too.
