Maybe if the players that acted out were fined like in other sports. They wouldn't act that way anymore, but if you let them get away with it they are going to continue misbehavingi
Well my brother runs a few tournaments a week and there is actually a penalty for "acting out" so to say. It costs you a game when you have acted poorly. If you lose because of it then that is that.
If you aren't in a match and you get in the middle of it or cause disruption with a tournament match, it will cost you a game in your next match.
Its not perfect but it keeps people in line a bit more. In some cases, outbursts could warrant a loss of match but that is rare.
