if someone says no reserve and you cant find any "reserve not met" or anything like that then they have to sell the item for whatever the hightest bid is right?

Unless they don't like the bidding and stop the auction before it ends. Some people use this as a form of "free" reserve; in other words to avoid the Reserve Price fee.

All they have to do is cancel the auction claiming that the item is no longer available for sale. Ebay charges them the insertion fees, but nothing else.

I believe that they need to also cancel all bids first or they are still obligated to sell. I just don't understand how they are going to do that if they no longer have the Item. Then of course some others just have their friendly accounts that shill the bids up. Beware of private feedback. It should not be allowed. Much to much chance for shill bidding.:(

Also you have 12 hrs. before auction ends to do this. It used to be you could cancel up till the last seconds not anymore have to do it with 12+ hours left.

No one HAS to complete any transaction

Unfortunately, even if you are high bidder, the seller doesn't have to complete the transaction. They can simply not respond to your emails or refund your PayPal payment and say that the item was damaged and not longer available. The worst they can expect is your leaving them negative feedback for the transaction. Of course, expect them to do the same to you. If they have a really bad track record and you can prove that they're scamming you, they may be barred from selling on eBay. Chances are, they'll just open another account, under a differnt seller name and be off and running again.
My experience is that most sellers are honest and don't want to waste your time, or theirs. I've been buying on eBay since 1999 and with over 1000 purchases have had only one situation that required my using eBays mediation services. It worked and the transaction was completed to both our satisfaction.
Hope this helps.
